When he grew old, Samuel appointed his sons, Joel and Abijah, as judges for Israel.  However, they "turned aside after dishonest gain and accepted bribes and perverted justice."  The elders of Israel told Samuel that his sons were not worthy to lead the nation, and urged him to appoint a king.  (Cf. Judg. 8:1-5)
